Terry Rozema
Town Manager
Terry Rozema was appointed Town Manager in January of 2021, bringing over 40 years of local government experience and over 30 years of management/leadership roles. As the Town Manager, he is responsible for implementing Town Council policies, overseeing all municipal operations, and guiding strategic initiatives that enhance the quality of life of Marana residents. His approach to public sector management and community engagement has been instrumental in helping Marana become a thriving community.
Prior to becoming Town Manager, Terry served as the Town of Marana’s Police Chief since January 2011. Before that, he served nearly 24 years with the Tucson Police Department, finishing his career as an Assistant Chief.
Terry holds a Bachelor’s degree in Criminal Justice from Calvin College. He is also a graduate of the F.B.I. National Academy and the Senior Management Institute for Police. Throughout his career, he has been recognized for his service by way of various commendations and medals, including the Medal of Merit, Chief’s Citation of Excellence, Medal of Service, Distinguished Career Medal, and 2015 Marana Rotary Club Man of the Year. Terry also received the Erik Hite Foundation First Responder Family of the Year Award in 2016, the 2020 AZ Police Chief of the Year Award, and the 2021 Robert J. DeVries Police Accreditation Leadership Award.
Terry and his wife, Kathy, have five children and three grandchildren.

Erik Montague

Deputy Town Manager
Erik Montague was appointed as Deputy Town Manager at the Town of Marana on April 23, 2018. Montague has over 22 years of experience in governmental accounting and auditing. He served as Finance Director for the Town of Marana since October 2006.
Prior to working at the Town, Montague served as Controller for the City of Avondale and Senior Auditor with the Arizona Office of the Auditor General. He is a member of the Government Finance Officers Association (GFOA) and Government Finance Officers Association of Arizona (GFOAz). He is a Certified Public Accountant and holds a Bachelor’s Degree in Accounting from the University of Arizona.
In his role of Deputy Town Manager, Montague provides strategic and managerial leadership to the Departments of Public Works, Water and Wastewater, Finance, and Information Technology. This is in addition to the expertise and the valuable resource he will provide to the Town Manager on a day-to-day basis.

Andrea De La Cruz
Assistant Town Manager
Andrea De La Cruz was appointed Assistant Town Manager on July 1, 2026. De La Cruz previously served the Town as Assistant to the Town Manager since 2022. She has played an instrumental role in advancing the Town's strategic priorities by overseeing implementation of the Town's Strategic Plan, serving as a liaison with external stakeholders, advocating for Marana's interests at the state level, and leading numerous high-impact initiatives that support the community's continued growth and success.
As Assistant Town Manager, she oversees the Parks & Recreation and Community & Neighborhood Services departments, and the Tourism and Communications divisions of the Town Manager’s Office, while also helping lead the Town's economic development efforts.
Before joining the Town of Marana, De La Cruz served in both the Town Manager's Office and the Economic Development Department for the Town of Sahuarita, where she gained valuable experience in municipal operations and economic development.
