Gilbert Davidson

Town Manager

Gilbert Davidson has served as Marana Town Manager since July 11, 2008.  He was appointed by the Town Council to oversee all government operations and implementation of policies adopted by the elected governing body.  He began his tenure as deputy town manager in June 2005.

Gilbert is a 1998 graduate of the UA with bachelor’s degrees in business administration and public administration.  He earned a master’s of public administration degree from the UA in 2004.  In 2009, he completed a certificate at the Harvard Kennedy School of Government for Senior Executives in State and Local Government.  In addition, he is a credentialed city manager recognized by the International City/County Management Association. 

Gilbert is actively engaged in community and civic organizations.  He has served on the executive board for Arizona Town Hall, past president of the Arizona City/County Management Association, the advisory board for the Joan & David Lincoln Center for Applied Ethics at Arizona State University, the University of Arizona Public Administration Advisory Board, and is currently the Vice Chair for the University of Arizona Alumni Association.

Jamsheed Mehta

Deputy Town Manager

Jamsheed Mehta has served as Marana Deputy Town Manager since March 17, 2014.  He was appointed by the Town Manager to oversee the departments of development services, airport, engineering, utilities, and public works.  He has held various positions from a transportation planner to an interim assistant city manager of the City of Glendale, Arizona.

Jamsheed has degrees in civil engineering and urban planning from the University of Kansas.  He has many professional recognitions and affiliations some of which include: Institute of Transportation Engineers, Transportation Planners Council, and American Institute of Certified Planners.  He is also a member of the Arizona City Manager’s Association and International County/City Manager’s Association. He has been working in local government since 1988. 

Jamsheed has served on numerous management committees and also on the METRO Board for several years, including serving as chair of the Transit Management Committee for the Phoenix metro area.  He has an excellent working relationship with officials at ADOT and the Maricopa County DOT.

Stephen Romero

Assistant Town Manager

Stephen Romero has served as Marana Assistant Town Manager since March 6, 2017. He was appointed by the Town Manager to oversee the departments of technology services, human resources, community relations, and parks and recreation. He will also assist the Town’s legal department, municipal court, and police department on a number of legal matters. 

Stephen holds a Bachelor of Arts from the University of Arizona and a Juris Doctor from Creighton University. He is a member of the State Bar of Arizona. Prior to his appointment as Assistant Town Manager, Stephen worked as an attorney for the federal government for eight years in Washington, D.C., where he handled, among other things, employee disciplinary matters. In that time, he also served as a Special Assistant United States Attorney in the Eastern District of Virginia where he prosecuted federal crimes. 

Stephen first worked for the Town of Marana in 2008 when he became the Town's first Intergovernmental Affairs Administrator. In this capacity, Stephen worked with Southern Arizona's congressional delegation, Senator Jon Kyle's office, and state representatives to further the Town's legislative goals. Prior to becoming Marana’s Intergovernmental Affairs Administrator, Stephen worked for the international consulting firm Booz Allen Hamilton in McLean, VA.
