COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
The Town of Marana receives Community Development Block Grant (CDBG) funds from the US Department of Housing and Urban Development (HUD). CDBG funds eligible activities that benefit the low to moderate-income population or areas within the Town limits. The CDBG program’s aim is to create a viable community by providing decent housing and suitable living environments.
CDBG can fund a diverse assortment of projects, however projects must address one of the three national objectives established by HUD.
These national objectives are:
Benefit low- and moderate- income (LMI) persons
Aid in the prevention or elimination of slums or blight
Meet a need having a particular urgency (referred to as an urgent need)
CDBG PROGRAMS
Keeping in line with the national objectives, the Town of Marana uses a portion of these funds for the Housing Rehabilitation Program to assist low- and moderate-income Marana homeowners with home repairs to help maintain the supply of affordable housing. The Town of Marana also uses a portion of the funds for the Utility Assistance Program to help pay for critical utility services to prevent homelessness for Marana residents. The Five Year Consolidated Plan outlines the Town of Marana’s identified priorities and areas of need for community development, housing, and assistance to low and moderate income residents of the Town. The plan establishes a framework for projects and programs over the next five years. It is developed with input from members of the public, Town officials, and community stakeholders such as non-profits providing services to the surrounding community. The Five Year Consolidated Plan is submitted to the U.S. Department of Housing and Urban Development (HUD), and it is required for the Town to continue to receive Community Development Block Grant (CDBG) funding.
The Annual Action Plan is the Town of Marana’s outline for how it will achieve Consolidated Plan objectives during a particular year. It allocates funding to specific programs and projects during the year. The Annual Action Plan is submitted to the U.S. Department of Housing and Urban Development (HUD), and it is required for the Town to continue to receive Community Development Block Grant (CDBG) funding.
The Citizen Participation Plan is a document that details the Towns’ policy on public review and participation in the decision-making process regarding the Consolidated Planning Process in accordance with the Consolidated Plan implementing regulation 24 CFR 91.105.
The Analysis of Impediments is a study conducted every five (5) years that identifies impediments that deter residents from having fair housing choices within the Town. The Analysis of Impediments states how the Town will act on its responsibility to address any impediments that are identified and take appropriate action(s) to overcome the effects of any impediments and to maintain records reflecting the analysis and other actions in this regard.
The Consolidated Annual Performance Evaluation Report (CAPER) provides an assessment of the Town’s progress in carrying out its Five Year Consolidated Plan. The report covers accomplishments made towards the Town’s goals and objectives during the Program Year that runs annually from July 1st through June 30th. The report does not establish any new policy. U.S. Department of Housing and Urban Development (HUD) requires the submission of the CAPER no later than 90 days after the closing of an entitlement grantee's program year. Before submission to HUD, the draft CAPER must be made available for public review and comment for no fewer than 15 days.

The Fair Housing Amendments Act of 1988 makes it unlawful to discriminate in the sale or rental of housing on the basis of race, color, religion, handicap, familial status (families with children), or national origin. Other acts have included, or inserted other protected classes (sex, age) to make the act more inclusive. The Fair Housing Act covers all real estate related transactions including the sale or rental of housing, insurance, appraisals, lending, redlining, blockbusting, and due to the civil rights issues hate related crimes. It is also unlawful to retaliate against a person who exercises their rights under the law, or any person who assists them in exercising their rights.
