Impact Fees

In accordance with Arizona Revised Statues 9-463.05, the streets, parks and recreations, water and water reclamation impact fees were approved by the Town Council per Ordinance 2022.029(PDF, 5MB) with an effective date of March 6, 2023. Land use assumptions(PDF, 5MB) and infrastructure improvement plans (IIP) were approved by the Town Council on September 20, 2022. Impact Fee Overview

Streets

The Town of Marana collects Streets Impact Fees to offset some of the infrastructure costs associated with growth. Streets facilities fees are assessed based on a development's size, type and service area. The fees are divided into 8 land use categories. Residential and retail/service uses are further refined into subcategories. The impact fee program identifies 3 street benefit areas, Northwest, Northeast and South Marana.

Parks

The Town of Marana assesses and collects Park Impact Fees to help pay for the construction of new parks and recreational facilities as needed to meet the increased demands placed on the municipal park system by new development. Park facilities fees are assessed a flat rate based on the development type or use. A single benefit area is identified in the impact fee program.

Water and Water Reclamation

Impact fees are collected to offset the cost of new infrastructure and services required to support new development and growth. These one-time charges are assessed based on the service area and meter size. There are several types of fees and benefit areas identified in the Impact Fee Program. Fees collected from a specific benefit area contribute to projects in the same benefit area only.

In addition to Marana Water, several other providers service locations within the Town boundaries. We also indicate the "IGA" areas serviced by Tucson Water, where fees are collected by Marana. Should your property require water services from any other provider, additional fees will be assessed by those providers.

The Water Infrastructure Impact Fee is intended to offset the capital investment requirements for new infrastructure to promote new growth.

The Water Resources Development Fee is used to help the department in providing our systems with elevated gravity storage reservoirs. This will allow for better fire flow, positive pressures during times of power outages, and will increase our overall redundancy. This fee also applies to the management of our aquifers by the purchase of and use of CAP water and other alternative water supplies.

The Wastewater Infrastructure Fee applies to all new water meters connecting to the Marana sewer service area. Customers outside of the Marana sewer service area will need to contact Pima County Regional Wastewater for fee information, (520) 724-6500

Santa Cruz Levee

The Santa Cruz Levee Fee is a reimbursement fee for properties that benefited from Pima County Flood Control project for construction of a flood control levee for protection from flooding and soil erosion derived from the lower Santa Cruz River. The fee is collected prior to grading permit issuance.

Public Art Program

Contributions to the Marana Public Art Fund are used to strengthen the Town's Identity, spirit and pride through the use and display of Art. Contributions are required for private development commercial and multi-family projects that meet the conditions outlined in the policy below. The contribution is collected at time of building permit issuance along with other development impact fees.
