GROWTH AND DEVELOPMENT

Marana is located just northwest of Tucson and approximately 90 miles south of Phoenix. The community was established in 1881 and incorporated in 1977, and has experienced rapid growth from just a few thousand to an estimated population of 56,000 today. Marana is uniquely situated along a high-growth corridor, straddling 18 miles of Interstate-10.

The award-winning Marana Unified School District serves approximately 12,500 students in traditional and advanced programs. Several of its campuses have received statewide and national awards for excellence. Higher education is available at Pima Community College, with campus located just outside Town limits. Marana is within 30 minutes of the main campus of the University of Arizona in Tucson. Quality health care is another community priority. The Marana Health Center complex is located adjacent to the Town municipal complex.

WE’RE ON A MISSION

Since 2009, Marana has maintained a Strategic Plan to direct the Town’s decision-making processes, and in 2022 it went through its fifth revision. The plan is revised every other year to reflect the Council’s vision and priorities. The overriding principles that guide our actions and decisions include financial sustainability, quality public service, strategic partnerships, and local resource investment. The five focus areas are: Cherished Heritage, Vibrant Community, Thriving Commerce, Healthy Lifestyles, Proactive Public Service.

OUR ORGANIZATION

The Town is governed by an elected Council consisting of a Mayor and six members, all elected at large for four-year terms.

The Marana Town Code provides for a Council-Manager form of government. The Town Manager reports to the Town Council and is responsible for the execution of policies established by the Council and the day-to-day administration of the municipal organization, which includes all Town staff, except the Town Magistrate.

The Town provides a wide range of services, including a municipally owned airport and water/wastewater utility. Fire protection and emergency medical services are provided by several area districts, the largest of which is the Northwest Fire District.

The Town’s FY23 general fund budget is $73.3 million and a capital improvement budget of $125.3 million with 429.60 FTEs. The Town Council is dedicated to prudent fiscal management and a sound financial footing and has carefully managed its expenditures and reserve funds.

POSITION PROFILE

The ideal candidate for the position of Water Deputy Director will have a long and successful track record of leading public sector operations with a broad vision and understanding of the increasing needs of water resources, water quality, water reclamation, utility financing, rate structures, emerging regulatory requirements, and utilizing technology and best management practices to enhance service delivery. This position will directly work and support the Water Director to secure new water sources and meet the infrastructure needs of a rapidly growing community.  The successful candidate will have substantial experience in federal, state, and local regulations, laws, and ordinances pertaining to water and water reclamation. 

The Water Deputy Director will be results-oriented and have the knowledge/ability to solve complex work issues in a professional and timely manner with general guidance from the Water Director.  This position will have a desire and ability to lead a high-performance team that places a high value on integrity and teamwork with a passion for incorporating emerging technology into the daily operations of a progressive public organization. This position is also required to have strong and proficient organizational, interpersonal, mentoring, and coaching skills that will enhance collaboration and promote employee morale both internally and externally.  Additionally, in the Water Director’s absence, the Water Deputy Director will perform all of the Director’s duties. 

OTHER REQUIRED CHARACTERISTICS INCLUDE:

  • A comprehensive knowledge/understanding of the water and water

  • A high level of initiative, resourcefulness, creativity and problem-solving skills

  • Outstanding verbal, written, and formal presentation skills with the ability to express technical matters in a succinct and effective manner with a variety of individuals inside and outside the organization

  • Strong supervisory and leadership experiences with demonstrated skills to effectively mentor and develop staff competencies

  • Demonstrated record of success in large and complex project/program management

  • Personal and professional integrity of the highest order

  • Adaptable and responsive to internal and external customers

  • Ability to voice opinions candidly and engage in a collaborative environment contributing to the Town’s success

THE MINIMUM REQUIREMENTS FOR THE POSITION:

  • Bachelor’s degree in civil/environmental/water resources engineering, business, public administration, or related field.

  • Five or more years of progressive leadership experience managing mid or large-size water and/or wastewater groups with knowledge of government operations.

  • Valid Arizona driver's license and the ability to pass a motor vehicle record check

  • The minimum qualifications must be met as written above.

PREFERRED QUALIFICATIONS:

  • Ten or more years of progressive supervisory experience in the water and wastewater fields.

  • Master’s degree in civil/environmental/water resources engineering, business, public administration, or related field.

  • Experience with federal and state grants application and management.

  • An Arizona Registered P.E. in Civil Engineering, Environmental Engineering, and related fields.

COMPENSATION & BENEFITS

Depending on qualifications and experience, the position offers a negotiable hiring range of $101,780 to $127,225. The salary range is $101,780 to $152,670. The Town has a full and competitive benefit and retirement program.
